Automated Arrears Determination for Late Enrollments

When an employee qualifies for CalPERS membership, it is important you enroll them in a timely manner. Per Government Code 20283, when a late enrollment (90-days after eligibility date) is reported, the employer is liable for both the member and employer contributions due on the member's account, along with a $500 administrative cost.

Recent updates were made to notify you timely and assist in this process including:

  • Notification of Reported Late Appointment letter will automatically be sent with the arrears determination when a late enrollment is reported
  • Notification of Employer Paid Arrears Processing letter is sent 30 days after the first letter if payroll has not yet been reported; also advising the $500 administrative cost will be billed to the employer
  • Payroll should now be reported immediately
  • Ability to view the arrears determination on the Appointment List page
    • This requires the Business Partner Retirement Enrollment user access role

System Access Security

To protect your data, the following security enhancements have been made:

  • Auto-deactivation of an external user's access when certain criteria is met such as a permanent separation, site change (State only), retirement, etc.
    • System access will not be revoked for users that do not have an active retirement appointment. In the event a user's access was deactivated, your agency's System Access Administrator can reactivate the user's access
  • Revisions to the Security Agreement Terms and Conditions
    • All users must accept the new Security Terms and Conditions when they log in for the first time on or after March 9, 2020
  • Reminders added for users to not reveal their username and password to anyone when they log in to myCalPERS

In addition, clarifications were made to the following:

  • Business Partner System Access History page identifies if the access was ended as a result of the "Batch" process
  • Business Partner myCalPERS User Access Report (Cognos) fields were updated to more clearly define and display applicable data

Dependent Verification Health Event Employer Report Improvements

State and CSU employers can now identify whether a dependent deleted due to the Dependent Reverification is later verified. This Cognos report will have a Y/N indicator to identify if a deleted dependent is enrolled in health as of the date the report is ran.

Preprocessing for XML Reporting

To improve the page load times for the Preprocessing Area when reporting payroll, retirement and/or health enrollments via XML, the following changes have been made:

  • Removal of the number of records displayed on initial page load
  • A new "Error" column will indicate Yes or No; "Yes" will display if there are one or more errors and "No" if no errors exist
  • A new Preprocessing Records Count panel includes columns for "Valid," "Error," and "Total."; the display is minimized by default

Note: No calculation of record counts is performed by the system unless the user expands the panel.

Business Partner Relationship Request Process

The process for requesting and managing a business partner relationship in myCalPERS has been improved as follows:

  • Contracting agencies can submit a request to establish and terminate business partner relationships in myCalPERS; there is no longer a paper form to complete
  • Multiple relationship types may be submitted at once and can be backdated up to 90 days
  • CalPERS can now update previously approved relationship start dates
  • Relationships left-side navigation link has been renamed to View BP Relationships
  • Static text has been added to the BP Relationships and Service Relationship pages to clarify what these are

OPEB Data Extract Report for GASB 75 Reporting

Health contracted employers can now generate the OPEB data extract for active and retired members through this report functionality to assist in the preparation of their OPEB valuations for Governmental Account Standards Board (GASB) Statement No. 75 reporting.
