New Features Added to Retired Annuitant (RA) Enrollment

Purpose

The purpose of this Circular Letter is to inform you of new enhancements in myCalPERS that support Retired Annuitant (RA) enrollment. These improvements will help you comply with the post-retirement requirements.

Background

Under the Public Employees’ Retirement Law (PERL), California Public Employees’ Retirement System (CalPERS) employers are required to enroll RAs in accordance with established post-retirement employment laws. To facilitate compliance, we provide resources to help you enroll RAs accurately and in a timely manner.

System Enhancement Features

myCalPERS has been updated to improve compliance processes for RAs. You can now upload and download RA documents directly within the appointment enrollment screens.

These enhancements provide the following key benefits:

  • Centralized Document Storage: You can securely store individual RA information within myCalPERS, establishing a permanent file for each appointment. As a best practice, you are encouraged to retain copies of these documents in their personnel files for reference and compliance purposes.
  • Document Upload Capability: Allows you to upload information essential for compliance reviews, including, but not limited to, 180-day resolutions, Unemployment Insurance Certificates, Retired Annuitant Hiring Questionnaires, and other relevant documents such as hiring documents, duty statements, and salary schedules.
  • Streamlined Review Process: Reduces the volume of information requested during compliance reviews. Linking documents directly to appointments enhances efficiency and minimizes follow-up inquiries between employers and CalPERS.
  • RA Unemployment Status Confirmation: Employers can now confirm the prior unemployment status of RAs during enrollment. If an appointment is flagged as non-compliant, myCalPERS will display a warning message to prompt corrective action.
  • Downloadable Templates: You have access to downloadable resources directly from the appointment enrollment screen, including the Retired Annuitant Hiring Questionnaire (CalPERS-6966) (PDF) and the Unemployment Insurance Compensation Self-Certification Form (CalPERS-3410) (PDF), to facilitate compliant enrollment.
  • Automated System Triggers: When certain post-retirement factors are identified, myCalPERS will automatically initiate a review for us to ensure compliance with post-retirement requirements. We may not be able to catch all compliance issues via system triggers, so it is imperative that employers and retirees are aware of the rules and restrictions when employed as an RA.

Optional Use of New Fields

The new fields and document upload and download functionality are currently optional resources for you. However, we highly recommend you begin using this functionality, as some features may become mandatory in the future. We are committed to providing education and support to help you use these tools effectively.
