Board Elections

The California Public Employees’ Retirement System (CalPERS) Board of Administration consists of 13 members who are elected, appointed, or hold office ex officio for four-year terms. The decisions they make impact all active and retired members.

2025 Member-at-Large Election Overview

This year, CalPERS will hold an election for the two Member-at-Large positions which represent all CalPERS members from August 29 through September 29.

All eligible active and retired members (excluding survivors and beneficiaries) of CalPERS are eligible to vote for the two representatives in Position A and Position B. The term of the incumbents, David Miller and Jose Luis Pacheco, will expire on January 15, 2026. The new term of office will begin January 16, 2026, and end January 15, 2030. 

Primary Election – What to Expect

A ballot package containing voting instructions, your ballot, a prepaid return envelope, and the Candidate Statement Voter Pamphlet will be mailed to the address we have on file for all eligible voters on August 29, 2025. CalPERS members whose status is active as of July 1, 2025, are eligible to vote in this election. Retired CalPERS members (excluding survivors and beneficiaries) whose effective date of retirement is on or before July 1, 2025, are also eligible to vote in this election.

Voting will be open from August 29 until September 29, 2025. Your vote must be received by mail, telephone, or online by 11:59 p.m. Pacific Time (PT) on September 29, 2025, or it will not be counted. One vote per member will be counted. Should you attempt to vote using more than one method, only the first vote received will be counted.

The random drawing for the order of candidate names to appear on the ballot for each position in this election was held virtually and in person on June 5, 2025, at 2:30 p.m. PT in room 1140 of Lincoln Plaza North at CalPERS Headquarters, located at 400 Q Street, Sacramento, CA 95811. All returned voting envelopes will be scanned and secured at 7720 Hardeson Road, Suite B, Everett, WA, 98203. At 9:00 a.m. PT on September 30, 2025, the sealed, signed, and returned envelopes containing the voted ballots will be opened, the ballots removed, and processed at the Everett, Washington, location. Public viewing will be allowed.

Upon completion of tabulating the paper ballot process, the electronic tabulation process for votes cast online and by phone will be held at The Embassy Suites, 100 Capitol Mall, Sacramento, CA 95814. The time for the public viewing of tabulation will be announced promptly following the completion of the paper ballot process.

If a candidate doesn’t receive a majority vote in the primary election, a runoff election will be conducted between the two candidates receiving the highest number of votes. CalPERS members whose status is active as of October 1, 2025, are eligible to vote in the runoff election. Retired members (excluding survivors and beneficiaries) whose effective date of retirement is on or before October 1, 2025, are also eligible to vote in the runoff election. 

A runoff ballot package will be mailed to all eligible voters on November 7, 2025, and the voting period will be from November 7 until December 8, 2025. Your vote must be received by mail, telephone, or online by 11:59 p.m. PT on December 8, 2025, or it will not be counted. One vote per member will be counted. Should you attempt to vote using more than one method, only the first vote received will be counted.
