Upon designation by the State Personnel Board
Shawnda Westly is serving her first one-year term on the CalPERS Board of Administration.
She was appointed to the State Personnel Board (SPB) by Gov. Jerry Brown in 2018 and was elected by her peers to serve as SPB's representative on the CalPERS Board in February 2020.
Shawnda is the president of Westly Consulting, which focuses on political, policy and legislative consulting.
She served as senior strategist and executive director of the California Democratic Party from 2009-2018 and has played a significant role in winning statewide ballot measures. In 2014, she worked with then-Gov. Jerry Brown and a bipartisan coalition to pass Propositions 1 and 2, and in 2016 she led the effort to pass or defeat every statewide ballot measure supported or opposed by the party membership.
Shawnda began her career in 1994 with the State Senate under the leadership of then-Senate President Pro Tempore Bill Lockyer, where she worked to develop district outreach programs for local state senators. She also served State Senator Betty Karnette as district director, managing employees and the overall planning for the district.
She holds a bachelor's degree in English Literature from University of California, Berkeley.
