Upon appointment by Governor Jerry Brown
Richard Gillihan is serving his first appointment to the CalPERS Board of Administration by virtue of his position as director of the California Department of Human Resources (CalHR). A career public servant, he was appointed by Governor Jerry Brown in March 2014.
On behalf of the Governor, CalHR acts as the employer of state employees in all matters pertaining to employer/employee relations, including collective bargaining; employee salaries and benefits; job classifications, civil rights, training, exams, recruitment, and retention.
Richard leads CalHR's department of nearly 300 staff and manages an operating budget of $61 million. Prior to his appointment, he served as acting director.
Before joining CalHR, he held several positions at the California Department of Finance, including program budget manager, assistant program budget manager, chief of information technology operations and consulting, and assistant chief and data processing manager in its Office of Technology Review, Oversight and Security.
Richard also served in several positions at the former California Youth Authority from 1994 to 2002.
He graduated from the University of Phoenix with a bachelor's degree in business.
